Andrian Candu: Integrity certificates are a corruption prevention element

The integrity certificates for elections issued by the National Integrity Authority are an instrument for preventing corruption. Also, through their agency, the evolution of the incomes of a person can be followed, Parliament Speaker Andrian Candu was quoted by IPN as saying in the talk show “Fourth power” on N4 TV channel.

“The goal of the integrity certificate is another one than that perceived by some. Specifically, the integrity certificate is the legal instrument by which a particular person is imposed to declare the incomes so that these incomes are later checked and are under the control of institutions and society,” stated the Speaker.

According to him, through the process of issuing integrity certificates, the citizens of the Republic of Moldova can see the income statements of all those who entered the electoral race. “Moreover, now the voters, and the National Integrity Authority too, will be able to see what a candidate in the election campaign owns and how they enriched themselves while serving in Parliament or in the Government and could later be penalized,” noted Andrian Candu.

He said he requested the National Integrity Authority to explain the situation related to the mayor of Râșcani town Victor Bogatiko, who announced his intention to run for MP.

Andrian Candu sought explanations from the NIA after the press published the integrity certificates of two potential candidates who, being convicted by the first court, received different verdicts from the National Integrity Authority. These are the suspended mayor of Orhei town Ilan Shor and the mayor of Râșcani Victor Bogatiko, who is a potential candidate in constituency No. 4, Râșcani. In the case of Bogatiko, the integrity certificate says he was convicted based on Article 326, par. 2 of the Penal Code of the Republic of Moldova, while the certificate of Shor, who was sentenced by the first court, says nothing in this regard.
