Andrian Candu: Electoral legislation should be reviewed and interpreted

The electoral legislation should be reviewed and interpreted by Parliament as the current electoral norms date from 1996 and no longer coincide with the realities, Speaker of Parliament Andrian Candu stated in the program “Fabrika” on Publika TV channel, IPN reports.

The Speaker said this in the context of the invalidation of the election of Andrei Nastase as mayor of Chisinau. “What we should do is to analyze what happened, namely what ‘silence day’, election day, electoral agitation and calls to vote mean,” he  stated. “There is a court decision saying the competitors, in particular one of them who admitted this in court, violated the legislation by campaigning on the election day. The election was thus annulled.”

Andrian Candu noted there can be created a special parliamentary commission to examine the electoral legislation. This would consist of representatives of all parties, including the opposition, and of electoral experts and external expertise could also be involved.

According to the Speaker, several days before the invalidation of the early mayoral elections, the authorities received positive messages from Brussels as to the disbursement of the first installment of the macro-financial assistance to Moldova. Now that the situation changed, this money will not be transferred. “It seems that we will be punished and will not get this financial assistance. We do not actually need money as we managed well the budget, but the gesture, decision and message ultimately count – what message the EU transmits,” he stated.

The Speaker also said that there is now too much politics in the Moldova-EU relationship at the level of the Association Agreement and of the discussions centering on the invalidation of the election and on the macro-financial assistance.
