Andrei Popov: Fact that a Government does not have access to institutions does not make it less legal

The fact that a Government does not have access to its institutions does not make it less potent or legal. Also, the fact that the Government of Maia Sandu holds its meetings in the Parliament Building on a temporary basis does not make it less functional, Andrei Popov, the head of staff of the new minister of foreign affairs Nicu Popescu, stated in the program “Fourth power” on N4 TV channel, IPN reports.

Andrei Popov said the new minister on June 12 met with the secretary of state for European affairs of the Ministry of Foreign Affairs of France, who later posted a message on social networking sites by which he recognized Nicu Popescu as minister of foreign affairs of Moldova, with whom he discussed the necessity of ensuring the peaceful transit of power. “The notion “transit” is key and means that the people not only recognize the legality of the current authorities – Parliament, the parliamentary majority and Government led by Maia Sandu – but also underline the necessity of ensuring the transfer of power from the former administration to the current one,” he stated.

Andrei Popov noted the situation when the Secretary General of the Council of Europe questioned the correctness of the rulings of the Moldovan Constitutional Court is unprecedented. “We talked to experts who said they don’t remember the Secretary General of the Council of Europe or another fucniutonary of this institution stating their opinion about the jurisdiction of the Constitutional Court of a CoE member state,” he declared.

He stated that the new minister called on all Moldova’s diplomats not to promote party democracy. As to the recalling of Moldova’s ambassador to the U.S., Andrei Popov said the diplomat was invited for consultations. “The authorities of the U.S. were informed that any action by Missis Bălan does not represent the official position of the Republic of Moldova,” he noted, adding he does not know about other intentions to recall Moldova’s ambassadors.
