The procedure for taking decisions inside association of dwellers will be simplified. The quorum needed for holding a General Assembly will be reduced from 75% to 50%. Online voting in the Assembly will be permitted, IPN reports, quoting the amendments to the law on condominium adopted by the MPs.
All the costs of the association of dwellers will be covered based on the General Assembly’s decision. It is not allowed collecting payments that are not stipulated by law from dwellers.
The association of dwellers will use an online e-Condominium platform that could be accessed by the apartment owners anytime so as to gain free access to the association’s statutes, functioning regulations, proceedings of the General Assembly and other relevant information.
There will be created a repair and development fund, but payments into this will not be mandatory in the absence of a decision by the General Assembly.
The apartment owners should not modify or repair the façade or other elements of the joint part of the building or they will face penalties.
The housing sector is now managed primarily by municipal housing stock enterprises most of which launched insolvency proceedings.
