Amendments to Contravention Code adopted in first reading

The period for paying half of the fine will be modified from 72 hours to three working days. The proposal was supported by Parliament. Under the amendments to the Contravention Code and other legislative acts passed in the first reading, if the offender pays the fine during three working days, no penalty points will be imposed on this, IPN reports.

The Contravention Code will be supplemented with a new chapter entitled “Simplified procedures for ascertaining and examining the contravention”. The penalty document will be issued in the form of a decision by the ascertaining agent if two conditions are met: 1. The contravention is established based on the personal findings of the ascertaining agent and no other evidence is needed, and 2. The person admits to committing the contravention and accepts the findings of the ascertaining agent.

The case cannot be examined by such a procedure if the imposition of the penalty is within the remit of the court or there is property that needs to be confiscated.

Another amendment provides that the driver’s license will remain at the motorist even if this is banned from driving. The mention about the stripping of license will be included in the database of the National Patrolling Inspectorate.

In case of harming of the honor and dignity of a person, the penalty will also be imposed when the insults are not made in public.

By other changes, it was decided that the persons who do repair works and other noisy works between 6pm and 8am will be fined.

The bill was adopted in the first reading and is to be debated in the final reading.
