The procedure for amending the Constitution by introduction a provision about the European integration as Moldova’s strategic orientation is not as simple, even if the necessary number of votes exists in Parliament. The bill is to go through the Constitutional Court and is to be sent to the President for promulgation, President Igor Dodon’s secretary Ion Ceban stated in the talk show “Key issue” on NTV channel, IPN reports.

According to him, the votes needed to adopt this initiative would most probably be found in the legislative body. “I think the amendment is practically unreal until the early or ordinary parliamentary elections. Surely, if they do not initiate the impeachment of the President,” stated Ion Ceban.

He noted that given the absence of real results inside the country, the government has to permanently confront the foreign players and thus put forward this initiative. “Any initiative of the kind, which has national consequences, cannot be analyzed without the people’s opinion,” he said.

As to the referendum to remove Dorin Chirtoaca from the post of mayor of Chisinau, Ion Ceban sad particular impediments could appear in holding this, in particular as regards the electoral offices and lists of voters. “To remove the mayor fully and to prevent him from running for this post again, as many people who voted for him in the mayoral elections should vote for his removal, plus one person,” he stated.

According to the secretary, if the plebiscite is not validated because of the low voter turnout or other reasons, in two weeks Dorin Chirtoaca will return to his post.

The leader of the Democratic Party Vlad Plahotniuc on September 12 announced that the PDM will initiate the procedure for amending the Constitution of the Republic of Moldova so that this stipulates that the European integration is Moldova’s strategic orientation. At the same time, the Party of Socialists issued a statement whereby it condemns the PDM’s initiative, saying Moldova should join the Eurasian Economic Union.

The same day, the Chisinau Municipal Council set the date of the local referendum on the dismissal of Dorin Chirtoaca from the post of mayor general of Chisinau. The inhabitants of Chisinau and its suburbs are expected to cast their votes in the plebiscite on November 19. The decision was taken by the votes of 26 councilors of the total of 51. The referendum on the dismissal of Dorin Chirtoaca was initiated by the Party of Socialists of the Republic of Moldova.
