The official Chisinau suggests that the students of the Moldovan-administered, Romanian language schools in the Transnistrian region should travel to school based on the student’s card, while the teachers and non-teaching personnel based on a special permit. Such a method would replace the current notification mechanism and would guarantee the free movement. The subject was discussed in a 1+1 Chisinau – Tiraspol meeting held at the Tiraspol office of the OSCE Mission to Moldova on October 25.

The representative of the Bureau of Reintegration Viorel Cernăuțeanu has told IPN that under the protocol decision on the functioning of schools teaching based on the Latin scrip that was signed in 2017, the students should travel freely. Owing to particular circumstances and existing impediments, this is not implemented to the extent to which it was agreed. The periodic notification procedure is applied now. The students and employees of the education institutions must present an identification paper.

The alternative to the current notification system was launched recently and the Transnistrian side expressed its readiness to examine it. Details were analyzed in the meeting held in Tiraspol. There were presented models of the student’s card and permit for teachers and a decision over these will be taken in the next meeting.

The official Chisinau has a firm position in this regard and will insist that the about 1,500 students of the Moldovan-administered, Romanian language schools in the Transnistrian region should enjoy free movement, stated Viorel Cernăuțeanu.
