The National House of Social Insurance (CNAS) annually sets allowances for families with children for about 33,000 beneficiaries. Under the new provisions that entered into force this year, a number of benefits will be granted proactively based on data from state information systems, without the need to submit applications. About the new provisions and the opportunities for families with children, CNAS will inform the population within the national campaign “Allowances without barriers”, which was launched on Friday, IPN reports.
CNAS director general Elena Țîbîrnă said that starting with January 1, 2024, all allowances for families with children are set automatically based on data from the Public Services Agency, without the need for parents to submit applications.
“Initially, the National House thought about how it could help families with children to obtain this right without much effort. We are now talking about five allowances for families with children, which are granted by CNAS and which are financed both from the state social insurance budget and from the state budget. We are talking about the one-off childbirth allowance, the allowance for raising the child, the childcare allowance and the allowance for twin children or more children born at one time and, last but not least, the paternity and maternity benefits,” stated Elena Țîbîrnă.
Attending the event, Minister of Labor and Social Protection Alexei Buzu said that several decisive steps were taken through the approved initiatives. Or, when a child is born, the last thing parents want to do is to go and gather documents, stand in a line, make appointments, submit them, etc. “For us, at the Ministry and at CNAS, the proactive provision model is the highest standard when we talk about payment provision. This means that you benefit from a payment service without making this request, automatically,” noted the minister.
MP Marina Morozova said that for the first time in Moldova, the one-off childbirth allowance was considerably increased, by slightly over 9,000 lei, to 20,000 lei. Also, families with children younger than two benefit from a monthly payment in the amount of 1,000 lei. It is granted in addition to the allowance for raising the child, which is calculated on the basis of the income of one of the parents. As the goal is to make fathers to become involved in raising children to a greater extent, the paternity leave was extended from 56 days to one year of the birth of the child. It is also possible for childcare leave to be shared between mother and father, the minimum period being 90 days.
The authorities estimate that this year, the changes will benefit about 33,000 mothers, who will receive the one-off childbirth allowance, and over 114,000 children, who will receive monthly allowance for raising and caring for children until the age of two or three.
