Alexandru Balan: There are obvious suspicions about SIS’s managerial activity

Security expert Alexandru Balan said the preventive aspect in the activity of the Security and Intelligence Service (SIS) is essential in countering various crimes. But, according to him, due to the negligence and incompetence of particular decision-makers, various security incidents are taking place, such as the terrorist crisis at Chisinau International Airport on June 30, 2023. A year later, one more serious security incident took place in the capital city – the murder of a member of a criminal group. Alexandru Balan considers that in this case too, there are obvious suspicions about the faulty managerial activity of the SIS.

In a news conference hosted by IPN, the security expert said that, according to the latest legislative amendments regarding the Security and Intelligence Service, the goal of the SIS is to ensure the internal and external security of the state, to defend the constitutional order, to contribute to the defense of the national economic system and to ensure the defense capacity of the state. Among its duties are to combat terrorism and other threats to state security, with the use of non-military preventive and special means.

As for the airport shooting incident that happened a year ago, the expert says that the SIS managers so far haven’t provided public explanations about the reason for the delay of over 3 hours of the examination of the citizen of Tajikistan that day. According to him, the action should have normally been carried out online, during just a few minutes. However, a terrorist attack was ultimately experienced.

Another question is why the formation of the Anti-Terrorist Operational Command under the aegis of the SIS was not ordered, in accordance with the obligations that clearly derive from the Law on Preventing and Combating Terrorism. “Following the neglecting of these aspects, at a distance of a year, a serious security incident took place again in Chisinau. On July 10, 2024, in broad daylight, one of the members of a London criminal group was cruelly murdered by a killer who left the territory of the Republic of Moldova without hindrance,” said Alexandru Balan.

According to him, since the summer of 2023, the capacities of the SIS have been considerably strengthened, but due to the inefficient distribution of the forces and resources of this important state institution, Moldova continues to face serious security challenges. “It is a fact that the leader of an international criminal group had stayed in Chisinau for more than two years and in a superficial way was followed by the SIS. Moreover, according to Article 3, paragraph 1 of the Law on the Security and Intelligence Service, in order to ensure state security, identify, reduce or counteract weaknesses, risk factors and threats to the security of the Republic of Moldova, the Service was to collect, verify, analyze and use the information,” stated the expert.

Alexandru Balan also said that given the policy to integrate the Republic of Moldova into the institutions of the European Union, with such a performance by the Security and Intelligence Service, it becomes practically impossible to create an appropriate security climate, aiming to promote the image of the Republic of Moldova not only as a consumer, but also as a generator of security.
