An Agency for Courts of Law Administration will be created in Moldova, based on a bill concerning the organization and functioning of this Agency approved by the Cabinet on May 18, IPN reports.
Minister of Justice Vladimir Cebotari said the Agency will ensure the functioning of the judicial system and will strengthen its autonomy. It will be created by reorganizing the Juridical Administration Department of the Ministry of Justice. The Agency will ensure the organizational activity of the courts of law, will keep judicial statistics and will analyze them and will develop the information judicial system. It will also manage the training of the personnel of courts of law and will ensure the financial management, inspection and internal audit of the courts.
The Agency will facilitate the use and the improvement of the Integrated Case Management Program that enables to electronically manage the cases and the system of recording hearings. The creation of the Agency for Courts of Law Administration is part of the commitments assumed by the Government within the justise secrtor reform.
Prime Minister Pavel Filip said the judicial system must be cleaned up so as to ensure correct and independnet justice. He noted that at the request of the minister of justice, who is a member of the Supreme Council of Magistartes, it was decided to propose dismissing the judge who examined the case concenring the damage caused to the National Bureau of Motor Insurers over dicriplinary devisions. A decision in this regard is to be taken by Presdient Nicolae Timofti.
In this connection, the Premier reminded about the problems generated by the controversial decisions of some judges and by the suspect transactions performed trough the agency of commercial banks as a result of which damage of over 20 million lei was caused to the budget of the National Bureau of Motor Insurers and Moldova was close to being exclued from the Green Card internatonal system. He said he asked the Proseuctor General’s Office, the Anticorruoption Proseuctor;s Office and the National Antocorruopiton Center to step up the investigations into this case, given the increased social interest held by it.
