After day of hot debates, Chisinau Council fails to change water supplier's Regulation After endless discussions on whether to change the Regulation of the water supplier -- Apa-Canal Chisinau (ACC) --, the local councilors have failed to reach any consensus, Info-Prim Neo reports. Returning from the break asked for by the Moldova Noastra faction leader, Pavel Caba, the councilors from the majority coalition have put up a series of amendments to the ACC's Regulation. The most important related to setting up a commission to develop an adequate mechanism for the Regulation “to function in the consumers' favor”. They also proposed that the April bills be canceled and recalculated. The councilors agreed that the water supplier checks up the living block water meters, and the housing direction tests the apartment meters. They have also suggested to launch a campaign of correctly informing the citizens on the water charges, about the new counters to be bought and about Apa-Canal's situation. Yet when having to vote for the proposals, the councilors failed to word them adequately so as to please most of the local councilors. CMC president Mihai Ghimpu had to set for voting the proposal of Social-Democrat Eduard Musuc, launched in the morning to annul the entire ACC's Regulation. Yet the proposal did not get the necessary number of votes, being supported only by 15 Communists and Christian-Democrats. Even the Social-Democrats voted against their proposal.
