Acting heads of Transport and Architecture Divisions to continue work

The Transport and Communications Division and the Architecture, Urbanism and Land Relations Division may be further managed by acting heads. The Mayor General of Chisinau Dorin Chirtoaca suggested this, saying the acting heads sometimes fulfill their duties better than the heads because they know that they can be anytime released and the responsibility is greater, Info-Prim Neo reports. “It is not excluded that some of the acting heads will be promoted to heads. We may also organize a contest to fill the positions of head of the two divisions. There are several appointment methods,” said Dorin Chirtoaca. However, he stressed that he does not have sufficient instruments for dismissing the heads of municipal subdivisions when they do not do their job. “It is easier to name subdivision heads than to dismiss them. The Law on the Status of Chisinau Municipality should be amended so as not to allow persons protected by judges to promote their interests. It is an old law that is interpreted by judges in a certain way, though they do not have the right to do it,” said the mayor, referring also to Eugenia Ceban, whom he dismissed from the post of Social Assistance Division head for several times, but who was reinstated by court decisions. Dorin Chirtoaca also said that the Law on the Status of Chisinau Municipality and the Law on the Local Public Administration contradict each other. He added that a bill to amend the Law on the Status of Chisinau Municipality was submitted to Parliament a year ago. Under Article 29 of the Law on the Local Public Administration, the mayor general of Chisinau names, decided the duties and terminates the work contract with the heads of subdivisions, services and municipal enterprises controlled by the local public administration. At the same time, the Law on the Status of Chisinau Municipality says the Municipal Council confirms and dismisses the heads of subunits, departments, divisions, municipal enterprises, public services and divisions of the City Hall at the suggestion of the mayor or at least one third of councilors. Earlier, Liberal MP Mihai Ghimpu put forward a legislative initiative whereby the mayor general of Chisinau municipality is given more powers in appointing and discharging the heads of divisions and municipal enterprises.
