Apa-Canal Chisinau (ACC) transferred 3 million lei of the 9.7 million lei debt to Union Fenosa that it must clear by June 3 according to a letter of guarantee signed by Mayor Dorin Chirtoaca, the company’s director Constantin Becciev said on June 1, Info-Prim Neo reports.
According to Becciev, the ACC needs one more day to fulfill its obligations to the electric power supplier. “As the charges have not been adjusted to reality, the company does not have a healthy cash flow to make the payments within 10 days, as stipulated in the regulations approved by the National Agency for Energy Regulation. ACC gives its consumers, including Union Fenosa and Termocom, a payment term of about two months and only when this period expires it disconnects those indebted,” Constantin Becciev said.
"The water and sewerage charges in Chisinau are 4-5 times or even 10 times lower than in other settlements of the country, including in Transnistria,” said Mayor Dorin Chirtoaca. He asked the ACC director to present a report on the company’s financial situation and proposals how to improve it at Tuesday’s meeting of the Chisinau Municipal Council.
The mayor proposed the Council to review the regulations concerning the terms of paying the water and sewerage charges. "If the payments to Union Fenosa are made within 10 days, we should also impose such a restriction as to collect the debts from water consumers quicker,” the mayor said.
Constantin Becciev stressed that ACC would not have been in such a situation, if the Chisinau Council had approved a real charge for water, not by 30% lower, and covered the difference of 55 million lei out of which the water supplier got only 16 million lei. The present charge was approved in 2007. It is 5.07 lei for private individuals and 20.14 lei for legal entities.
