Medical services provided to refugees from Ukraine with temporary protection represent about .3% of the total covered by the mandatory health care insurance system. Nina Onofrei, head of services procurement at the National Health Insurance Company CNAM, told IPN that, in 2022-2024, the services most in demand among refugees were hospital care services, followed by pre-hospital emergency care, and primary and outpatient healthcare.

Services to treat respiratory system and gastrointestinal diseases prevailed, followed by pregnancy and birth services. Last year 1,750 cases were treated in primary care, compared to 4,445 cases in 2022. In the first six months of 2024, beneficiaries of temporary protection were treated in 1,243 cases covered by CNAM, at a total cost of 14.2 million lei.

There is also an increase in the number of temporary protection beneficiaries registered with family doctors, which gives them access to primary healthcare such as family doctor consultations, paraclinic services, etc. While in 2023 the number was 4,474, in the first half of 2024 it increased to 6,846.

The CNAM funds that cover services provided to temporary protection beneficiaries are offset from external sources.
