A block of Emergency Hospital to be restored from tax payers’ money

Prime Minister Vasile Tarlev recommended the Chisinau City Hall to contribute to the finalization of the restoration works of the fourth block of the Chisinau Emergency Hospital. The recommendation was launched during a recent meeting of the Government. Vasile Tarlev voiced his dissatisfaction with the tergiversation of the renovation works of this block and gave more relevant indications.
Requested by Info-Prim Neo, head of the Commission for education, social and health protection of the Municipal Chisinau Council (CMC), doctor, independent councilor, Vasile Parasca, stated that the City Hall has no right to allot money. This prerogative belongs to CMC. Parasca asserts that the idea to finalize the fourth block is a good one, but it is needed a legal modality to be carried out, as the Emergency Hospital was transferred in 2004 under the authority of the Ministry of Health and Social Protection. Under these conditions, the allotment of financial sources from the local budget could present a legal difficulty.
At the same time, Vasile Parasca thinks that the decision concerning the allocation of funds for concluding the construction has to belong, first of all, to the local appointed candidates, who are to determine their priorities. At the moment, some municipal medical institutions necessitate renovation, the TB-Pulmonology Hospital and the “Holy Trinity” Hospital being among them. The latter is in a deplorable condition and its authorization as institution is unlikely. 19-20 mln lei are necessary for the renovation of the “Holy Trinity” Hospital alone, while the municipal budget planned for 2006 only 14 mln lei for the renovations of all municipal medical institutions.
Accordingly, the reconstruction of the fourth block of the Emergency Hospital will be finalized in detriment of other institutions in the field, Vasile Parasca said. “More medical institutions have been begging for years for financial sources for renovation, purchase of equipment, while the others, through an indication of some authority, get the necessary money”, the independent councilor added.
Head of the municipal Health Division, Victor Savin, stated in turn that though the Emergency Hospital does not belong to the Municipal Council, it serves largely the population of Chisinau municipality. That’s why it is necessary to adopt a compromise that would enable the finalization of the last block of the hospital, where it is planned to host a diagnostic service, to replace the rehabilitation section, Savin thinks. Victor Savin says that in this block, founded in 1994, when the municipality did not have financial sources to integrally finalize the construction of the Emergency Hospital, there will be created better conditions for work. The Hospital will be supplemented with 100 beds.
At the moment the Emergency Hospital has 600-630 beds.
