514 students received homeschooling in the 2019-2020 academic year. These are children who are temporarily unable to attend conventional schools due to health problems or disability, the Ministry of Education, Culture and Research said in response to an IPN query.
In Moldova homeschooling is organized as a form of the educational process. It takes place remotely and can only be organized temporarily, particularly for people with learning difficulties caused by disabilities. “The purpose of individual home schooling is to ensure the right to education for students unable to attend the educational institution,” reads the MECC response. Homeschooling for children who do not have health problems is not practiced in Moldova.
According to the existing regulations on homeschooling, the educational institution or the district where the student is domiciled organizes the at-home education process, approves the timetable and monitors the activity of the teachers at the student's home. The timetable of lessons is coordinated with the parents of the child, and shall be approved by the Board of Directors of the educational institution until the beginning of the school year, but not later than two weeks after the issue by the local specialized body in the field of education of decision approving the homeschooling.
The student with home education is listed in the class registry, in which are entered the average half-yearly and annual grades for the subjects of study and all the mentions about class promotion or graduation of the educational step. At the same time, an individual registry shall be kept up for the student with home education, in which the records of the hours, trained subjects are taken and the results and grades of the current, thematic, final evaluations are introduced, by subjects of study, according to the individual curriculum.
The evaluation of school results takes place on the basis of state educational standards and the Individual Educational Plan. The examinations for the completion of secondary and high level education organized as part of homeschooling, also take place on the basis of the provisions of the regulatory documents drafted by the national entity with evaluation and examination functions and approved by the Ministry of Education.
The financing of home education shall be made from the budget of the educational institution, and is calculated on the basis of standard cost per student. The teacher shall be provided with transport or transport costs, in case the child's domicile is in a different location than the educational establishment.
