49% of roadmap measures were carried out with deficiencies or weren’t implemented, experts

About half of the 69 measures planned by the Government in the priority reform action roadmap were carried out with deficiencies or weren’t implemented at all, considers experts of the Association for Participatory Democracy (ADEPT), the Independent Analytical Center “Expert-Grup” and the Legal Resources Center of Moldova, who monitored the actions taken within the roadmap, IPN reports.

According to the experts, by end-July 51% of the roadmap measures were implemented without deficiencies, 35% were implemented with deficiencies, while 14% weren’t implemented. As regards the measures carried out with deficiencies, problems were identified in the implementation process, related to the observance of the legal provisions concerning the legislative procedure, transparency in decision-making and the content of the adopted act.

The main shortcomings in ensuring good governance and the rule of law are related to the reformation of the National Anticorruption Center, the adoption of a new Broadcasting Code and demonopolization of the media market, and the transfer of money for financing political parties.

Among the failures related to the economic development and ensuring of a functional market economy, the experts mentioned the non-adoption of bridge bank legislation and non-appointment of the two vice governors of the National Bank of Moldova, non-adoption of the related legislation on market surveillance, metrology and standardization and the slow process of implementing the Association Agenda.

In the energy sector, owing to the lack of transparency in the renewal of the contract with the Transnistrian supplier and the rejection of the offer of the Ukrainian supplier, there wasn’t negotiated the most advantageous power supply price.

Among the main accomplishments are the promulgation of laws on the prosecution service, reorganization of the system of courts of law, adoption of the package of laws on integrity, optimization of state inspections for enterprises, adoption of the investment attraction and export promotion strategy for 2016-2020, adoption of the financial-banking package agreed with the World Bank and the International Monetary Fund and the resumption of negotiations on a new cooperation agreement with the IMF.

The experts noted that the Government, when assessing the implementation level of the roadmap, used the figure of 82 measures instead of the 69 included in the document at a time when the 12 additional measures resulted from the merging of some of the measures and the separate assessment of sub-measures. This influenced the final result reported by the Government.

Several days ago, the Government said that it fully implemented 74 of the 82 measures stipulated in the roadmap by the July 31 deadline. The other eight measures are being implemented.

In September, ADEPT, “Expert-Grup” and the Legal Resources Center intend to present a final report on the implementation of the roadmap, including recommendations concerning the measures that need yet to be taken.
