45 million lei forcibly recovered from Termocom’s accounts so far

Termocom’s accounts remain frozen based on writs of execution for the debt accumulated between 2002 and 2009. In this period, the enterprise was under creditors’ management. According to its director, Mihail Cernei, consumer bills for this heating season are being used to recover older debts, Info-Prim Neo reports.
Cernei warns that the frozen accounts may hamper the repair of the heating system and its preparation for the 2011-2012 heating season. “Because of these actions, we can’t start the repair works”, he said.
On Tuesday, April 26, 21 million lei were charged from Termocom’s accounts. Overall, 45 million lei have been recovered since the accounts are frozen. The fee for court officers (3% according to the law) will be 1358748 lei.
“Hence a logic question for CET-2 (director- Alexandru Comarov): from what sources will these fees be paid, if no such expenses are included in the tariff?”, asked Cernei.
The Termocom board petitioned the Speaker, the Prime Minister and the president of the Parliamentary Commission for economy, budget and finances, informing them about the situation, especially about the compulsory execution and the high fees for court officers.
As a result of negotiations, the main condition required by suppliers to unblock Termocom’s accounts is the signing of the Memorandum between Termocom, CET-1 and CET-2, Moldovagaz, the Ministry of Economy and the Chisinau City Hall. The main clause of the contract, however, requires that the Chisinau City Hall contracted a bank guarantee for the payment of debts to suppliers before the start of the next heating season.
