42 CSOs request Parliament to hold transparent consultations

As many as 42 civil society organizations (CSOs) welcome the Parliament’s intention to finalize the bill on noncommercial organizations (NGO Law) and ask this to hold consultations in a transparent way and with the involvement of all relevant civil society organizations. In a call addressed to Parliament, the SCOs express their hope that, in particular amid the current pandemic, the authorities will adopt a pro-active and inclusive approach so that the relevant opinions could be transmitted to the authorities, IPN reports.

According to a press release of the Legal Resources Center of Moldova, the CSOs request Parliament to publish in real time the updated version of the bill, the registered amendments and all the opinions, comments or objections left on the Parliament’s website dedicated to the bill. They also ask to transparently consult the relevant CSOs and those that became involved in the drafting of the law until now.

The draft law on the CSOs that was adopted in the first reading on May 3, 2018 is designed to improve the framework for the functioning of CSOs as regards the creation, organization and functioning of CSOs. This simplifies the registration of noncommercial organizations and removes the rigid internal organizational structure of these.

On April 15 this year, the Parliament’s legal commission for appointments and immunities sent a letter to civil society organizations by which it requests these to state their opinion so that the bill on CSOs could be finalized.

The adoption of this law forms part of the national action plan for implementing the Association Agreement with the European Union for 2017-2019. The bill was drafted by a working group set up by the Ministry of Justice in March 2016, which included representatives of civil society.
