The volume of investments planned by “Apa-Canal Chisinau” JSC (ACC) this year from its own resources could amount to 73 mln lei, due to the increase in the tariff on water and sewerage services. The water supplier reserved 23 mln lei for capital investments, 32 mln lei for renovations and 18 mln lei for the current repairs.
In 2007, there will be renovated 30 km of water supply networks and 2.5 km of sewerage networks. The main objectives are the water networks on I. Creanga, V. Belinskii and Armeneasca streets and sewerage networks on Bulgara, Vadul lui Voda and Ismail streets.
Head of the press centre of the ACC, Mihai Cojocaru says that the minimum annual repair outfit is of 10% of the length of networks. The renovation works are estimated at 120-130 mln lei, but due to the lack of financial sources these works can not begin. According to the cited source, the low tariffs and sharp increase in prices of materials does not allow the enterprise to accumulate the necessary sums.
The water supplier plans, together with the town halls in suburban settlements, to extend the water and sewerage supply networks in a number of suburban settlements, in which the local authorities assume their responsibility to finance from the resources of the Town Halls and inhabitants, by buying the materials necessary for building the networks. ACC is to ensure from its own resources the funding of the installation works and putting the networks into operation.
Following a Government decision of December 2005, regarding the approval of the Programme for supplying the settlements in Moldova with water and sewerage until 2015, 138 mln lei were to be allocated from the state budget, but the State Budget Law in 2007 for Chisinau, as concerns the “communal management” stipulates only the funding of two objectives in the amount of one million lei.
