29 blocks of flats are not heated due to a conflict

29 blocks of flats in Ciocana district, nestling 3350 apartments, were not connected to the centralized heating system, although they are prepared to be supplied with thermal energy, and the weather became suddenly colder. The conflict between a blocks’ manager and “Termocom” JSC delays this process. Head of the Residents’ Association, Vasile Loghin refuses to conclude the contract of thermal energy supply again. According to Loghin, “Termocom” has sued earlier the Residents’ Association, lost the lawsuit and that is why another contract is needed. At present, the consumers from the 29 blocks of flats paid the debts for heat at the level of 117 percent, Loghin says. The sales director of “Termocom” JSC, Mihai Arusoi, asserts that all the managers had re-concluded the contracts, except this residents’ association and a housing partnership. Arusoi said that “Termocom” withdrew all the requests to sue the managers, intended to compel them to sue the debtors, and the heads of this association do not want to assume such a responsibility. Head of the Municipal Council of Owners’ Associations, Oleg Cernei considers that in this conflict situation, the residents’ interest must be taken into consideration. The association’s head has to sign the contract with “Termocom”, and the blocks must be supplied with heat as soon as possible, Cernei said. “As the head of an association, I am not satisfied with this contract as well, but I concluded it because I took into account the fact that I represent the interests of the residents that must be supplied with thermal energy”, Cernei stated. According to data from the “Termocom” JSC, at present over 28 thousand consumers in debt, having debts of more than one thousand lei, were sued by the blocks’ managers. “Termocom” announced it will initiate a pilot-project of horizontal reconstruction of the internal heat supply system in five blocks of flats with 5, 9 and 16 floors, which will make the conclusion of the direct contracts between consumers and supplier possible.
