Sorina Macrinici, legal adviser of the Legal Resources Center of Chisinau, considers the 2% Law is a new power give to the people as they will decide by themselves to which organization to offer 2% of the income tax they pay to the state and will be able to monitor how this money is spent as all the reports will be made public, IPN reports.

“If the money is misused, they will be penalized and this thing will also be made public. Consequently, the people will have the right to decide where these 2% will go and the whole information will be public so as to make this decision as sensible and rational as possible,” the adviser stated in an interview for Radio Free Europe.

2% does not represent an additional sum that the people must pay. It forms part of the income tax that they pay as usual, but they will be able to direct 2% of this to an NGO or a religious organization of their choice.

Sorina Macrinici said to benefit from these 2%, the organizations must be registered with the Ministry of Justice. The registration will continue until December 29. Until December 31, the Ministry of Justice will publish the list of beneficiary organizations. Afterward, the tax payers will be able to choose from this list a beneficiary to which to direct these 2% between January 1 and March 25 next year, when submitting the tax return.

“To be included in this list, the organizations must meet eligibility criteria, including one year’s experience, lack of debts to the state and perform public utility activities, in the case of NGO,s and show that they perform moral, social and charity activities, in the case of religious organizations,” stated Sorina Macrinici.

If the persons do not fill out the form to direct 2% of their income tax, these will go to the state budget, as until now.
