The 1C information system is a luxury for many nongovernmental organizations of Moldova. The high installation costs make the NGOs use outdated accounting systems.

Contacted by IPN, Tatiana Grinic, who is a member of the Board of Directors of the Association of Professional Accountants and Auditors of Moldova (ACAP), said that in the absence of funds, most of the organizations draw up the budgets using a number of programs, partially 1C and Excel. Bookkeeping is mainly organized by the 1C system, but in its older versions.

“Changes to the accounting methodology have been made two years ago. At that time, organizations’ budgets didn’t include financial resources for adjusting the 1C system to the new requirements, which were to be large,” said Tatiana Grinic.

She also said that there are nongovernmental organizations that met the requirements of the new methodology. The costs were mainly covered with own resources earned from providing services for money.

Tatiana Grinic underlined that the adaptation of the 1C system to the new requirements costs about 6,000-8,000 lei for one work unit, while the newest versions of the 1C system cost minimum 10,000 lei. The costs are high because, after it is bought, specialists must adjust the system to the specific features of every organization, as regards the provided services.

Tatiana Grinic also said that the 1C information system ensures greater transparency in accounting and in the process of working out budgets.
