The budget deficit for maintaining roads in the municipality of Chisinau is of €170 million. The sum includes only the road structure, without the replacement of networks, says a study of the inventorying of streets in the municipality. In the same connection, the head of the General Urban Mobility Division Vitalie Mihalache said the municipality allocated 1 billion lei for the rehabilitation of roads within the limits of existing funds, IPN reports.
The study provides information about the structure of roads and the street wear degree. Depending on the indicators of each road section, the online system determines the budget needed for maintaining or repairing the road. “The project is designed to assess and analyze the streets in the municipality of Chisinau. The Urban Mobility Division aims to initiate the process of passportizing streets. It is an ambitious objective that is yet closer to being achieved. We also aim to intervene in road infrastructure in the most efficient way, depending on the available budget. It is a limited budget compared with the needs of investment in the municipal road system. The colleagues’ assessment shows that we need to invest over 7 billion lei in order to ensure a property quality of movement on the roads of Chisinau,” said Vitalie Mihalache.
There is no money for the rehabilitation of the whole road infrastructure in Chisinau, but the system that assesses the state of the roads will indicate the sections in need of immediate intervention. “The study is necessary as, given that the allocated amount is of only 1 billion lei, the funds should be strictly directed to the priority areas so as to ensure movement comfort on the streets of Chisinau,” noted the head of the General Urban Mobility Division.
After collecting data about each road section, the study presents an assessment of the state of the main and secondary municipal streets for determining their wear degree. “This system is not only a database. It is a system that ensures the processing and analysis of the collected data and can be used to work out current maintenance, periodical maintenance and capital repair plans. The system is online and includes road property management and bridge management aspects. It is designed to determine the budgets intended for road maintenance,” said one of the study authors Konsta Mikael Sirvio.
The study of the inventorying of streets and development of the road property management system in the municipality of Chisinau was carried out by a consortium of companies operating in Moldova and Finland.
