13-story building to be erected instead of Guguta café

The company “Regata Imobiliare”, which is the successor in procedural rights of “Finpar Invest” SRL controlled by the family of Vladimir Plahotniuc, can purchase the plot on which the Guguta café is situated. Such a decision was taken by the Chisinau Appeals Court on June 7. By the same decision, the court recognized the company’s right to erect a 13-story building instead of the café located in the central park of Chisinau. The judges rejected the claims filed by the Chisinau Municipal Council and the Agency for Monument Inspection and Restoration by which these asked to ban the construction, IPN reports, with reference to the website of the paper “Ziarul de Garda”.

The judgment is definitive and implementable, but can be challenged in the Supreme Court of Justice within two months of the communication of the integral decision.

According to “Ziarul de Garda”, in December 2015, the Centru Court decided that “Finpar Invest” can erect a 13-story building instead of the café Guguta in central Chisinau, but without the right to come into possession of the land. The decision aroused the dissatisfaction of the municipality and of the investment company, which asked that the adjoining land should also be sold to it. In April 2016, the Chisinau Appeals Court quashed the decision of the Centru Court by which “Finpar Invest” was allowed to build a hotel instead of the café and upheld the judgment that banned the privatization of the adjoining land. “Finpar Invest” appealed the decision to the Supreme Court of Justice, which last June decided to send the case back for retrying. So, the Chisinau Appeals Court was to pronounce again on it.

Two months later, “Finpar Invest” sold the café to “Regata Imobiliare” SRL, which belongs to the firm “Biotehnos” SRL founded by businessman Ceslav Ciuhrii. “Regata Imobiliare” also owns two lots in Ciocana district of Chisinau, where a commercial area is to be built. This will also host the first Kaufland store in Moldova.

On June 11, 2018, Ceslav Ciuhrii was elected as the new president of the Tennis Federation of Moldova by the vote of the members of the Federation’s Federal Bureau.
