13 education institutions to test new money management system

Thirteen education institutions in Chisinau expressed readiness to test the new method of managing the financial resources proposed by the municipal authorities. Tatiana Nagnibeda-Tverdohleb, head of the Chisinau Division of Education, Youth and Sport, has told Info-Prim Neo that two of the 13 institutions are kindergartens. If the Chisinau schools and kindergartens become financially autonomous, their heads will manage the financial resources allocated for repairs by themselves, without the involvement of the district education divisions. Before launching this pilot project, there will be held meetings to inform and train the managers. There are also certain legislative provisions that should be clarified. They concern mainly the taxing of the financial reinforces, the remuneration of employees, the organization of contests in these education institutions, said Tatiana Nagnibeda Tverdohleb. Earlier, Mayor of Chisinau Dorin Chirtoaca said this money management system is implemented in Georgia and is rather efficient there. Every institution will have to announce by itself tender contest to purchase goods and services and will bear responsibility for the distribution of money. The mayor is convinced that this way the schools will be motivated to save money. The spending on education in Chisinau municipality this year is 932 million lei, which represents 40% of the budget expenditure.
