10% of parties’ donors in campaign are pensioners and unemployed persons

The political parties involved in the election campaign spent three fourths of the electoral fund on TV, radio and street advertisements, with 10% of their donors being pensioners and unemployed persons, says a report presented by the Civic Action for Financial Transparency in Elections on Wednesday, Info-Prim Neo reports. Sergiu Ostaf, executive director of the Resource Center for Human Rights (CReDO), said the incomes declared in the current campaign are by over 20% larger than in the previous campaign. By November 20, the electoral funds of the parties rose to 25 million lei. The expenditures on the campaign declared by the parties vary between under 1 million lei and 7 million lei. The Civic Action for Financial Transparency in Elections established that the parties do not declare the costs of maintaining the central and regional staffs (personnel, offices, communication costs, stationery, trips, etc.) or of organizing public events, holding concerts and designing election posters. According to the experts, these payments would increase expenditure by at least 10%. The donors who supported the parties in the election campaign total over 400 persons. 100 of them provided 75% of the volume of donations. Experts of the Civic Action for Financial Transparency in Elections said the very large cap on private contributions should be decreased substantially, while the party’s financial activity should be more transparent. The report covers the period until November 20. A new report will be made public on November 26. It will include the last financial reports submitted by the election contenders to the central electoral authority. A final report on the expenditures and incomes in the election campaign 2010 will be published early in December. The monitoring is carried out by 60 observes of the CReDO and the Partnership for Development Center. The activities are financially and technically supported by the International Foundation for Electoral Systems.
