Over 75% of people say they have negative emotions related to bribery

Even if the level of corruption in Moldova is high, the businesspeople and domestic households say they have negative emotions if they give bribe. In 2005, about half of the households and less than half of the businessmen said they have negative emotions related to bribery, while in 2015 the figure stood at over 75%, shows a sociological survey presented by Transparency International – Moldova in a news conference at IPN.

“More than three quarters of the population realize that bribe giving implies dangers for themselves. They feel humiliated and this is good. At the same time, one quarter of the people would feel well if they gave bribe. This means that on the one hand, the absolute majority of the population realizes that corruption is dangerous and leads to poverty and prevents us from following the European course. On the other hand, the people feel well in such a situation,” said Lilia Carasciuc, director of Transparency International - Moldova.

Though tolerance of corruption decreases, the wish to put up resistance to this phenomenon by cooperating with the competent authorities is rather low. About 24% of the domestic households faced corruption over the last 12 months, but only 2% tried to solve the case by legal ways. Among businessmen, 23% of the respondents met with corruption and 2.9% tried to solve the case.

The poll shows that an increasing number of people are afraid to denounce cases of corruption. The businessmen who didn’t inform the law enforcement bodies for fear of facing problems represent 50%, the figure being on the rise. For domestic households, this figure is 37%.

Though the corruption level in Moldova is high, most of the surveyed domestic households and businessmen hope that corruption will be combated, at least partially.

Among the most efficient ways of fighting corruption, the respondents mentioned the confiscation of the unjustly obtained property of functionaries, freeing of the rule of law institutions from the influence of oligarchs, dismissal of managers of public institutions to blame for the bank frauds and institution of harsher punishment for acts of corruption.

The survey was carried out in October – November 2015 within the project “Strengthening the corruption prevention and analysis functions” that is co-financed and implemented by UNDP Moldova.
