National placement center for street children could be set up in Chisinau

The municipal Child Rights Protection Division suggests creating in Chisinau a national temporary placement center for minors found without supervision on the streets of the city and who often leave home. According to the Division’s data, about 75% of the children who beg on the streets of Chisinau are from other districts of the country. Therefore, the municipal authorities cannot intervene to solve these cases, IPN reports.

According to a press release of the Division, the children from other districts of the country are under the supervision of the local tutelage authorities. After finding these children on the streets of Chisinau, specialists of the Division notify the tutelage authorities of the area from where the children are and take them home, together with employees of the Chisinau police.

Specialists of the Division said the lack of specialized services at municipal and local levels prevents the solving of the problem of child vagrancy. Consequently, the steps taken by the tutelage authorities and the law enforcement bodies do not produce results and essential changes in the behavior of these children. These return shortly to Chisinau and continue the antisocial lifestyle.

The Division submitted such a proposal following notifications from the local tutelage authorities, nongovernmental partners, the lawyer’s ombudsman, etc.
