Law on Dwellings will differentiate between social apartments and employer-provided lodging

The bill on dwellings clearly defines the conditions for obtaining a social apartment and employer-provided lodging, the model of the contract and the categories of beneficiaries. Elena Bejenaru, of the Ministry of Regional Development and Construction, said the law is absolutely new, while the bill includes all the legal acts that were issued in Moldova during 30 years, IPN reports.

After a meeting of the Parliament’s commission on economy, budget and finance, Elena Bejenaru said the social dwellings are a novelty for Moldova, but they are often mixed up with the employer-provided lodging. The social apartments are intended for persons who will never afford to build a house or to buy one in installments. Those entitled will receive social dwellings as rental or will pay a tax set for every family apart, depending on their incomes. The taxes will be yet much lower than on the market.

If the family that received social dwelling is unable to pay rent, the local public authorities will offer compensations to it. The recipients will be able to use the social dwelling until their financial situation improves or their whole life.

The bill provides that the employer-provided lodging is intended for government functionaries, employees of the Ministry of Defense, the Ministry of the Interior and the Prosecutor’s Office. The list will be extended. The rent will be paid according to the rules set out by the dwelling owner. The lodging is provided only for the period during which the person works for one of the institutions that provide dwellings, based on a contract.

The bill describes the form of the lease and the obligations of the lessor and the lessee.
