Mayor Dorin Chirtoaca was empowered by the Chisinau Municipal Council to sign the contract with MoREEFF (Moldovan Residential Energy Efficiency Financing Facility), which is a framework developed to encourage households to make better use of the country’s energy resources and to invest in energy efficient appliances.
A number of 180 apartment buildings managed by the municipality, which prepared the documents needed for obtaining financing from MoREEFF, will have thermopane windows and doors. The works could start in at most two months, the head of the Public Amentias Division Petru Gontea has told IPN. At the next stage, there will be chosen the contractors that will execute the works.
In order to stimulate the implementation of energy efficiency projects, the lending line of MoREEFF has also a grant component. The grant will represent up to 35% of the cost of the project and will be financed by the EU Neighborhood Investment Facility and the Swedish International Development Cooperation Agency.
The loan is repayable in five years. In the case of apartment buildings of the municipal housing stock, the costs will be covered from a block service charge put on every apartment. The housing stock managers must prepare the necessary documents so as to get financing.
