The Superior Council of Magistrates (CSM) has approved the resignation of Lidia Bulgac from the position of acting president of the Chisinau Court of Appeals (CCA) and her retirement from the Bench altogether.
Lidia Bulgac received her judge’s robe in 1993 and in 2000 she was promoted to the Chisinau Tribunal, the precursor of the CCA. The same year, Bulgac earned the right to serve until statutory retirement age. In 2003, she was reconfirmed as a CCA judge. Bulgac was appointed CCA acting president a year ago.
On July 28, the Council selected Vladislav Clima as CCA president, pending presidential approval. The selection was criticized by the opposition and the EU Delegation, as Clima is notorious for his decision to upheld the highly controversial annulment of the 2018 Chisinau mayoral elections.
