Conditions for submitting applications for heat compensations
The residents of the Chisinau municipality with an average monthly income lower than 1,450 lei per family member can ask to be paid 40% of the heating costs as from November 20. In order to benefit from assistance, the applicants must file a set of documents to the municipal enterprises that administer the housing sector of the district where they live from Monday through Friday, Info-Prim Neo reports.
The inhabitants of Ciocana district will apply to the district head’s office because there are no such enterprises there for the time being. Later, there will be set up document collection centers.
The suburban residents will submit the documents to mayors’ offices. The data about the incomes and property of the applicants are collected on the basis of applications that will be available at the municipal enterprises that administer the housing sector and at mayors’ offices.
The applicants will attach to the application the following documents, according to every case apart:
- passport;
- birth certificate (copy);
- marriage certificate (copy);
- certificate about the composition of the family;
- certificate about compensations paid at the previous place of residence (when the place of residence is changed);
- certificate about the area of the apartment (house) and the type of heating and other services used by the beneficiary, issued by the municipal enterprise that administers the housing sector, the mayor’s office, house building cooperatives, associations of privatized apartment dwellers, enterprises that administer apartment buildings and dormitories;
- copy of the heating bill for the previous month of the date when the application is written;
- extract from the personal account or realty book;
- other documents showing that the applicant forms part of socially vulnerable groups of people and needs assistance.
Those that will apply for heat compensations must lodge the documents for all the persons registered in a given dwelling, including the children.
The documents will be accepted during the whole heating season. Regardless of the data when the application is submitted, those that consider that they meet all the conditions can pay 60% of the heating bill. If it is established that not all the conditions are met, the applicants will pay the rest 40% of the consumed heat.
Under the regulations concerning the payment of nominative heat compensations, the municipal authorities cover 40% of the heating costs for the families that earn less than 1,450 lei per member a month. The suburban residents and the persons with autonomous heating will receive by 250 lei a month if they have a monthly income lower than 1,450 lei.
