The Central Election Commission (CEC) assures that the non-functioning for several hours of the information system “Elections” on November 30 didn’t affect the holding of elections as regards the guaranteeing of the Moldovan people’s right to vote and the vote count and result totaling operations, IPN reports.
According to the CEC, during the first hour of the opening of the polling places, the electronic voter registration system worked appropriately. Afterward, the Commission was informed about certain technical faults. Though earlier the system was tested both in terms of securely and of capacity, by involving the same operators, on the election day it could not resist for more than an hour. As a matter of urgency, the technicians identified the causes and the connection was restored. In order not to disrupt the electoral process, the operators in this period processed the information manually.
“Elections” is an intranet, not an internet system. Thus, the first conclusions of the IT specialists show that the failure was due to the excessive loading of the system with yet unknown tasks, others than those typical of the basic function. Currently, a group of experts are examining the causes because of which the system malfunctioned for a period. The CEC will make these causes public later.
