The Central Election Commission (CEC) and the Center for Continuous Electoral Training (CCET) are behind schedule in implementing the strategic plans for 2016-2019. According to a report by Promo-LEX Association, which was presented in a roundtable meeting on August 3, the measures planned in 2016 were slightly over 60% and, respectively, 40% implemented, IPN reports.
Promo-LEX analyst Mariana Focsa said the two institutions annually approve action plans for implementing the strategic plans. For 2016, the CEC planned 37 measures, 23 of which were fully carried out, six were partially implemented, five weren’t implemented, while three were declared insignificant. “The measures to improve the mechanism of forming polling places abroad and to increase the level of decisional transparency in relation to draft electoral policies proposed for public consultation were declared insignificant,” stated Mariana Focsa.
The measures that weren’t implemented by the CEC in 2016 were aimed at promoting the observance of the principle of gender equality at electoral bodies, working out public monitoring mechanisms and mechanisms to assess the observance of regulations by subjects involved in party and campaign funding and drafting laws on the mechanism for fully implementing the State Automated Information System “Elections” in the parliamentary elections of 2018.
Under the report, the CCET for 2016 planned to implement 34 measures, 14 of which were carried out, four were implemented partially, while three were declared insignificant. ”Poor results were achieved in maintaining electoral trainers and motivating these to remain at the Center. We ascertained a low level of participation in the process of identifying the CCET’s goals,” stated Mariana Focsa.
Igor Bucataru, chief of the analysis team of the observation mission of Promo-LEX, said the report recommends the CEC to extend the education and motivational campaigns to non-electoral periods too and to develop the cooperation relations with representatives of the diaspora. Also, in the non-electoral periods it is recommended identifying instruments of cooperation between the institutions involved in the organization and conduct of elections. The CCET is recommended to clearly formulate the planned measures and to aim to identify and implement mechanisms for motivating and keeping trainers.
