The process of collecting signatures for initiating a referendum on the election of the head of state by the people is hampered artificially by some of the state institutions, members of the initiative group created by the Platform “Dignity and Truth” said in a news conference at IPN. According to them, the subscription lists issued by the Central Election Commission are insufficient for covering all the country’s districts.
The members of the initiative group said the 40,000 subscription lists, 32,000 of which are in Romanian and 8,000 are in Russian, are not enough for achieving the set objectives. They can cover only 18 of the 35 districts of the country with these lists. More lists should be issued additionally so that they could include all the people eligible to vote.
The initiative group’s head Andrei Nastase said that five commercial banks have so far refused to open an account intended for collecting funds from private individuals and legal entities that want to financially support the holding of the referendum. “By refusing to open a bank account, they try to compromise this exercise in the most artificial way possible. No project can be implemented without a set budget. We now cannot achieve this desideratum namely for financial reasons,” he stated.
“Within this process, before asking for a bank account to be opened to collect financial resources, we needed a fiscal code to be issued by the State Tax Inspectorate. We also encountered obstacles there. We went through all the bureaucratic, sometimes absurd procedures, when we were told to present unordinary certificate. It was rather hard,” said initiative group member Dinu Plangau.
In the news conference, the members of the initiative group made public a call which says that by the documents issued by the Constitutional Court and the Central Election Commission, the process of collecting signatures was artificially burdened. The right of the citizens who are abroad to contribute, including financially, to implementing the civil initiative to review the Constitution was limited with the aim of compromising this initiative.
As to the failure to vote in the Government proposed by Ion Sturza, the members of the Platform “Dignity and Truth” said this is defiance of democracy in general and parliamentarianism in particular. According to them, the head of state has the legal and moral obligation not to yield to the demands of a criminal group to the detriment of the country’s and people’s interests.
