About 160 investment projects intended to refit the territory of Chisinau municipality are planned to be carried out until 2025. They aim at economic, social development, public utilities, condition of environment, development of dwelling sector. The public debates on the project of the Plan for refitting Chisinau’s territory have started in the municipality. The municipal strategic Committee and the project’s authors have organised the first public debate on the Plan at the district office in Rascani. Representatives of local public administration and of NGOs from Sangera, Bacioi, Cricova, Ciorescu, Gratiesti, Stauceni communities, as well as economic entities, have participated in the public debate. Mihai Roscovan, director of Business Consulting Institute (BCI), one of the authors of Chisinau General Urban Plan (GUP) told Info-Prim Neo that the refit Plan is a plan of the entire municipality, in which the city and the 17 settlements with 34 villages are included. The document is conceived as a refit strategy until 2025 and will be a guide document for working out the urban plans of all the settlements. Roscovan says that the debates will be organised in several district offices and if need be, the project’s authors will head to each community. “It is needed a plans-related coordination within the entire municipality to uniformly develop all the settlements and create new workplaces in all the suburbs”, Roscovan says. As he sates, to achieve these aims it will be necessary, under investment projects, to develop the infrastructure, including transport, water and gas supply. Outside of Chisinau there are more spaces, lands, more possibilities to develop storehouses, production markets, the land is cheaper, and all these could be attractive for the potential investors, the cited source says. As the investment projects can not be funded by the stern municipal budget, which is able to cover only 10% of investments, it is planned to attract financial sources from the foreign donors, meaning the USD 1.2 bln promised in Brussels. The project of the Plan for refitting the municipality’s territory and GUP have been worked out by “Urbanproiect”, BCI and IHS Romania in compliance with the international practice related to the management and planning of the urban development. The event is part of the process of public consultation of the project designed for the Plan for refitting the municipality’s territory and Chisinau GUP, which is being held from January 17 to February 10. Municipal councillors, district officers, mayors in municipality’s settlements, representatives of civil society are participating in it. The public debates are organised with a view to gathering opinions, suggestions and recommendations of the participants to improve the projects intended for the Plan to refit the territory and Chisinau General Urban Plan. After finalizing the public hearings, the two documents are to be approved by the Chisinau Municipal Council, and then they will become official documents for regulation in the field of urbanism and territory’s refit.
