The integrity law adopted on May 25, 2017 that took effect on July 7, 2017 in Article 31(1) provides that the National Integrity Authority issues integrity certificates to private individuals who intend to apply for public posts. This also applies to those who intend to run for MP.

The integrity certificate is issued personally to applicants within 15 days of the submission of the application and is valid for three months of the issuing day.

The certificate provides information about the existing legal/juridical restrictions on applying for or holding public posts and the existence or inexistence of definitive ascertaining documents concerning the regime of declaring property and personal interests, states of incompatibility and confiscation of unjustified property, and also about documents that are not prescribed.

Under Article 49, letter (f) of the new Election Code, the integrity certificate is presented personally to the Central Election Commission or the district electoral councils by the candidate for an official post when filing the set of documents required for being registered as a runner in the electoral race in the period of 30 days before the election day.

The integrity certificate was introduced with the aim of creating an integrity filter for future public functionaries and officials, of reducing corruption and cultivating integrity in the public sector and the private one by encouraging the reporting of cases of corruption.
