Igor Boțanu: Bills proposed by ACUM are a counteroffer for PDM

The executive director of the Association for Participatory Democracy Igor Boțan said the statement made by the bloc ACUM concerning the package of bills it will propose in Parliament is a counteroffer for the Democratic Party rather than for the Party of Socialists. According to him, a political statement between parties is needed before voting together laws in Parliament, IPN reports.

“A political statement should be adopted first to show that there is the political will needed for de-oligarchization. Afterward, if the PDM accepts, it should find arguments to persuade the directors of the respective institutions to resign. These should be only persuaded as they cannot be dismissed,” stated Igor Boțan, referring to ACUM’s proposal to vote a package of laws on the removal of the chiefs of a number of state institutions.

MP of the electoral bloc ACUM DA PAS Dumitru Alaiba said the proposals of ACUM refer to the de-oligarchization of the state, removal of persons named to responsible posts in a non-transparent way, who do no serve the public interest, but the private one. “We do not refer only to the prosecution service. The head of the Security and Intelligence Service can be dismissed immediately. Other institutions can be cleaned,” he stated.

He also said that the bloc ACUM does not intend to have negotiations with any of the parties as they consider such negotiations are useless. “There are appraisal and bill drafting mechanisms and the adoption procedure in Parliament. What kind of negotiations do we speak about? During the past ten years, we saw negotiations that 5% centered on vision and essence of governance and 95% on something else, like posts and ministries. We do not want something like this,” noted Dumitru Alaiba.

The Party of Socialists’ jurist Fadei Nagachevski said any kind of cooperation is possible in the future Parliament. Discussions between parties should be initiated first, before considering a statement on state capture. “I do not see ideology-related problems. Three is only one goal – to improve the quality of life on the territory of the Republic of Moldova. Is there political will for this or not?” he wondered.

The electoral bloc ACUM DA PAS on March 12 rejected the Party of Socialists’ invitation to have a dialogue and discuss the formation of a parliamentary majority. The leaders of ACUM said the adoption of a set of bills to free the state institution from captivity, to establish the rule of law and build a democratic state is the best solution in the created situation. Other legislative proposals that they will introduce refer to the adjustment of the legislation concerning the dismissal of the prosecutor general, the administration of the Security and Intelligence Service and members of the Central Election Commission, the National Anticorruption Council, the Audiovisual Council, the National Integrity Authority, the Supreme Court of Justice and other institutions. They will also propose annulling the mixed electoral system and forming three parliamentary commissions of inquiry that would investigate the banking fraud, would determine the consequences of the implementation of the law on capital amnesty and would probe money laundering operations.
