Chisinau is hostage to the rivalries between the central power and the local municipal administration. There is no coherent legal framework adopted by Parliament, based on which the Chisinau Municipal Council could cooperate efficiently, without causing damage to the local budget. Such opinions were stated by Oazu Nantoi in the public debate “Dissolution of majority coalition on the Chisinau Municipal Council: reasons and consequences at local and national levels” that was organized by IPN News Agency in partnership with Radio Moldova.
Oazu Nantoi, who heads the group of councilors of the European People’s Platform - Iurie Leanca, said that when the majority coalition on the Council was formed, their group expected that an arithmetic majority coalition will be created. The group didn’t aim to obtain posts. They wanted to promote a competent person as deputy mayor in charge of economic matters, who would have implemented projects for Chisinau in partnership with the mayor general.
The leader of the group of the European People’s Platform - Iurie Leanca stated that after several months of the formation of the alliance, the group of councilors headed by him realized that their presence in this coalition does not help to solve the problems faced by the municipality. Thus, the councilors of the Platform decide to leave the alliance and to formulate a list of proposals for improving the situation in Chisinau, and to identify a majority that would vote for these.
According to Oazu Nantoi, the formation of government coalitions at the local level is the most sensitive political moment that appears when the mayor general suggests four persons for the post of deputy mayor and asks to vote in one. It is actually not the formation of an alliance, but the assumption of political responsibility that is problematic.
The councilor also said that nobody forms a coalition against Mayor General Dorin Chirtoaca. Their group is ready to form a new alliance, but the mistakes made earlier should be taken into account in this process.
Two weeks ago, the agreement to form a pro-European alliance on the Chisinau Municipal Council was terminated.
The public debate entitled “Dissolution of majority coalition on the Chisinau Municipal Council: reasons and consequences at local and national levels” is the 51st installment of the series of debates “Developing political culture by public debates” that are held with the support of the German foundation “Hanns Seidel”.
