Civil aviation situation needs to be restructured, statements

Several representatives of Moldovan civil aviation believe that the situation in the field requires a restructuring, including by eliminating legal gaps. At the same time, it would be necessary to create the National Investment Fund for the development of the education system in the field of aviation. In this regard, they appealed to the Prime Minister and the Minister of Economy to be heard and involved in the process of reforming the field.

At a press conference at IPN, Alexei Rogov, chair of "Global Aviation Forum" public association said that the biggest problem in civil aviation area was the training of personnel. The creation of the National Investment Fund for the development of the education system in the field of aviation is the only solution in this respect and it must be implemented as soon as possible.

Alexei Rogov argues that in the national legislation there are several gaps as regards the civil aviation. Professionals, who should have participated in the development of such documents, have not been consulted in the last 15 years. The chair of Global Aviation Forum believes that opening a branch of the World Civil Aviation Organization (ICAO) would be a revolutionary step in acquiring the experience of other countries that have advanced in the field of civil aviation. Also, in the Republic of Moldova an aviation hub could be created, based on the latest global technologies in the field of international civil aviation.

Viorel Catană, general director of "Moldaeroservice" state-owned enterprise, says that he faces the lack of personnel in civil aviation, especially of technical personnel. Also, the company’s workload was reduced due to the suspension of Aviasan project. To remedy the situation, Viorel Catană counts on three projects that he intends to implement. It is about launching a Center of regional excellence that will train staff in civil aviation. Another project aims to open a Center for the training of air navigation staff and the third project aims to create a technical center for aircraft repair and servicing.

Zerghei Zincenco, head of Parachutist' association from the Republic of Moldova, sent a message to specialists in "big sky aviation" asking them to consult those in small aviation before making certain decisions.

Serghei Suruceanu, pilot and engineer, says that the maintenance of small aviation is expensive, the spare parts for airplanes are brought from abroad, a process that lasts a long time and is very expensive. Specialists are not being trained; young people are not involved.

Eugen Costei, an expert in global aviation law, says the experts want their expertise to be taken into account. If the issue of aviation companies that were blacklisted by the European Union, in April this year, is not settled, it will lead to a collapse. "The World Civil Aviation Organization will hold an audit next year and there is little time for preparation," Eugen Costei said.
