Before promoting any amendment to the Constitution of the Republic of Moldova, even a conceptual one, this should be supported by the majority of people at a referendum, President Igor Dodon said, noting that he will do his best to block the proposal to replace the phrase “Moldovan language” in the Constitution with “Romanian language”. Such statements were made in an event held by the President to sum up the results of one year in office, IPN reports.
According to Igor Dodon, the proposal to enshrine the European course in the Constitution should be subject to a referendum. The government does not consult the people when it takes a decision, but should do it. “Who do they want to cheat? They speak about the European integration, but do not become more European as a result. Imagine that others come tomorrow and will add the phrase “Eurasian integration” to the Constitution. The Constitution says it clearly that no party ideology can be stipulated as a constitutional ideology. This is inadmissible and I will do my best to block the two initiatives, stated the President.
Asked what he thinks about the civil society’s initiative to initiate a referendum on the annulment of the mixed-member electoral system, Igor Dodon said that in principle he supports the holding of referendums on all the important issues, but in this case the plebiscite will overlap with the next year’s elections. “If we initiate a legislative referendum on the annulment of the mixed system, we offer the Democratic Party the legal possibility of transferring the parliamentary elections until 2019. The question to those who want a referendum is simple: do you want to give the PDM reasons not to hold parliamentary elections next year?” asked the President.
Asked to pronounce on the law designed to ensure the information security that was passed recently by Parliament, President Dodon said he will not promulgate it. Asked if he anticipates a new suspension from office if he does not promulgate this law following a rerun vote in Parliament, he noted that he will return this law to the legislative body with all the relevant arguments by December 21 and will then decide what to do next.
Asked about the hirings and firings in connection with the Cabinet reshuffles, Igor Dodon said he will sign with pleasure any act on the dismissal of current Cabinet members. As to the appointment of ministers, he will sign the decree if the proposed person is competent. Asked about the supposed candidacy of Iurie Leanca for the post of foreign affairs minister, the President said he will not accept an ex-Premier who was directly involved in the banking frauds for this post.
